In today’s digital age, emerging technologies such as Artificial Intelligence, the Internet of Things, and Data Analytics have transformed data into critical organisational assets. However, few assessment models exist to manage these assets, and even fewer have been empirically validated. To address this gap, our research develops and validates a Data Governance Capabilities (DGC) reference model using Design Science Research and qualitative methods. Drawing on literature reviews and multiple case studies, we identified 34 DGCs, validated in 19 organisations, and empirically tested the model in three large firms. The resulting model advances knowledge by offering the most comprehensive empirically validated DGC framework to date.
