A 100% Complete Set indicates all the bricks are included that are necessary to build the set, according to the Rebrickable website. Extra pieces that may or may not have been included by Lego, optional inserts and build, original polybags, and other promotional material do not affect the completeness of the set and are not included unless specifically pictured.
