Cipher side does rotate. Listing as used though it has been in the pouch since I received it, other than removing it to make sure that the disk would spin and take pictures. Some spin more stiffly than others, so please don't think of it like a fidget spinner. Rare coin that was part of a failed run years back that most versions either didn't spin properly or the disk just would fall out. As this is a multiple listing; coins look roughly the same, there may be minor variations in them.
